P2118 - seems to jive with everything you explained regarding no throttle response and limp mode.
Hopefully it is just a fuse. Keep looking.
When the engine control module (ECM) detects out-of-range voltage or poor performance from the throttle actuator control motor, the P2118 code is set along with a Check Engine Light on the dashboard. When the P2118 code is set, it also triggers a failsafe mode to prevent damage to the vehicle.

I am happy to report that all appears to be Fixed!!!
Summary-
new fusible link ( ebay $70, yes original toyota)
- 2 x 30amp fuses in fusebox next battery replaced- 1 x 10A fuse replaced in 2nd fusebox on driver side ( I used the spare fuse lexus places in that fuse box)
. The ECTS fuse.
Very grateful for all your advice.
She's driving again.
Big lesson learned by all.
( Note to Lexus engineers. The main fusebox is way over designed and not helpful as a structure for user replacement) The tabs are horrid.

All, this thread recently sprang to life whereby reversed leads took out the audio amplifiers protection diodes.

Great to hear the problem is solved!
My son was installing the battery in his GS in low light and accidently touched the posts backwards. It's not hard to do on these cars. Years ago I did it on a 66 Mustang. Back then Sharpie markers were not invented yet but red fingernail polish was. I painted the top of the positive post and never had that issue again.
My son used a red Sharpie on his positive battery post after his issue. In his case the car started after swapping some fuses. But some things did not work, which led to replacing that fuse under the hood. Coincidently a couple of days later the fuel pump failed.
