Default Door unlock and window buttons do not work when car is on

Such an usual situation that I'm not sure how to fix.

Basically, when my car is on, only my driver window button works, yet the other three do not. The car lock/unlock button does not work for my driver door either when on. Once I turn the engine off, the lock and unlock works as well as all the window buttons.

What is going on and how can I fix this? All I can think of is that something may be shorted or the auto body shop who worked on my door panel a year ago may have messed up somehow when reinstalling.

I appreciate any help please. Thank you.

The car is a 2007 Lexus IS250 (117k miles).

I would definitely start by looking at the fuses first
