Post Register Immobilizer ECU's

Howdy gang!

I swapped out my steering column for a power tilt unit. Wired it up following the Lexus Wiring schematics. It works beautiful, I'm glad I did it. Possible DIY pending final outcome...
Yes, I know the power tilt and manual tilt have different design Steering Column Locks (SCL) but the schematics and wiring is the same on both units.
Using my Techstream I've checked many times for stored codes in the Smart Access function. None.

Now my key still locks/unlocks the car, the ignition turns on to ACC&IG. Everything is as normal. But it won't crank as the Security LED blinks all the time. I was expecting this.

One small problem I wasn't expecting to have trouble with. The registering of the "new" (used) SCL to the other Immobilizer ECU's.
According to Toyota if an SCL is replaced and I have at least one key - I need to perform "Function F" in this worksheet:

Immobilizer System - Registration

I can successfully complete Process 1&2. But my Techstream doesn't prompt for further steps as seen:

Did I successfully complete Process 3&4? for Function F?

When I look at the Smart Access Data List menu I see this:

I see it's missing the Wireless Starter Com ID & Wireless C Code. I know I'm supposed to register a wireless ID and a key ID to all the immobilizer ECU's. I don't think I've done that. And I'm not sure how to.

I (think) I successfully have completed PROCEDURE "G" - ECU communication ID registration. Jumped the terminals on the DLC3 port turning and leaving the IG On for 30 min. Turning it off, removing the jumper wire and trying to start a couple times. No luck. Security light still blinks.

I'm not sure if it was done correctly as the battery voltage went from 12.8v at the start to 9v when finished.
This is where I'm at.

Further details: It's a 2009 IS250. Donor car was a 2006 IS350.
Techstream is:

Thanks for reading and for your suggestions! I appreciate it!

I am reading your post and admit to being in AWE of the grit & determination to tackle such a job. The computer factor (TechStream) STOPS ME IN MY TRACKS! So, pardon me while I enjoy a vicarious thrill watching your undertaking. I am 63 and decidedly "old school" - but your actions renew my faith that ENTHUSIASTS . . ."find a way". Good luck - no doubt this is the place to pick the collective brains of Lexus "enthusiasts" who may have an answer !

The two things that seem most apparent is you likely need a virgin steering ECU not a used one. The other item is what version of Techstream are you using?

The exact version I have escapes me but I toggled some lighting and door actions on my 2013 350 with version 8.1.3 (something like that). But that doesn't mean it allows all things like adding keys back.

Hi

Sorry I could not help you with your immobilizer issue. but I am really interesting in the swap.

Could you provide more information regarding the swap? was it complicated? what part do we need to complete the swap?

Thanks

Have you tried the half an hour pin 4 and 13 short handshake procedure while IG on, while charging your car battery with some kinda wall charger.
