Lights are automatically turning on and no possibility to turn them off

Lights are automatically turning on and no possibility to turn them off
Hello guys
I知 new here , not really sure that this topic was previously, but I have annoying problem.
no matter in which position my lights lever(one that turning lights, behind the steering wheel) is , after I知 started driving car gets 2 km/h it turns on automatically , and I could not turn them of.
I have 2009 EU model IS250.
another thing that I知 was figuring out why I could not turn parking lights now after installing Vland headlights. I mean i try to turn on parking lights - rear working as it should. But the LED strip in headlights won稚 turn on .
