Moon Roof Wont Fully Retract And More

Good evening CL,
I just purchased a 2007 IS250 with 130k miles (1 owner) recently. I came across this issue where the moon roof wont fully retract. Nor will it stay in the tilted open position. If i try to retract it fully it goes a little more than half way. Then it doesnt budge further. If I try to tilt/open it it will, perform the open/tilt function but will close again and automatically go into the 2 open (slide) position.
When its fully closed, the rear end of the moon roof does not sit flush on with the body, by like 2-3mm. It sits lower.
When I have the engine off and the door open it states that the moonroof is open, even if its closed.
Does anyone have any suggestion on what could be the issue. Im going to remove the four screws this weekend to completley remove the moonroof and install it to where it sits flush when closed to see if that resolves my issue.
Ive already tried the resyncing method that does not fully open the moon roof.

Not sure if this will help. Long ago members were proping up the sunroof with foam. This suppressed the vibration to some degree. I myself am guilty of this. Not much of a bother since I haven't opened my sunroof in about 3 years or so.
Anyhow the sunroof has plastic bellows on each side. You can slide these back to get a view of the rear hinges on the sunroom. The PO may of did the same, and added some foam under the hinges. It could be rhis is what's blocking the rail.

It might just need to be re-calibrated or is that what you meant by re-syncing?
