Rpms drop around 2k rpm then shoot back up. Also does this after letting of the gas.

Rpms drop around 2k rpm then shoot back up. Also does this after letting of the gas.
Heres a video. Does anyone have an idea to what causes this? (2008 Lexus is250) (165,211 miles on odometer).
