Default Need help identifying this gummy substance & possibly sounds

What might be this gummy substance be? Very difficult to remove. Not sure if related but around the same time that this appeared, also noticed a weird sound, like metal wrench being dropped when rolling forward out of the garage. Not sure if related but sometimes there’s a clicking sound from the driver’s side front wheel when turning left at slow speeds ~ less than 10 mph.

Front or and drive? Bad cv joint will make those sounds.

What is above that area while inside and while exiting the garage? Garage door opener, or anything else mechanical or chemical?
