EDIT: After spazzing out for a bit and doing some research, looks like it's probably the water pump. Can anyone confirm so I can rest easy? Thanks!
53k miles
Cannot be heard inside the car, only when standing outside with hood open. Coming form passenger side of engine bay. Loudest right after starting car, whether warm or cold.

Does sound a bit like the vacuum pump, however that sound usually goes away when it gets hot. You said it sounds the loudest after you start the car, does it go away if you drive it for 10 mins?
It does sound water pumpy hard to tell by the vid.But if it is the coming from the passenger side, volume changes when warm/cold it is more likely the water pump. If the sound goes away after it is warm you probably always had this issue and it ain't a big deal. If it recently started getting louder, you might need to get it checked out.
