You can refuse anything on the service estimate. for instance they wanted to replace the brake fluid on my 30,000 mile service, along with engine filter and cabin and i said no just change the oil . I will replace the cabin air filter and engine air filter myself. Its really a 5 min job . This cut the price for the job in half which left me feeling quite satisfied. .
