CEL Bank 1 Sensor 1

CEL Bank 1 Sensor 1
So I just got my 2015 IS250 F SPORT serviced at my local lexus dealership for 30k maintenance and to check out why my car feels like it has a loss of power and poor mpg. They did all their tests and examinations and couldn't find anything wrong with it. Couple days later my CEL comes on and it says bank 1 sensor 1 - o2 sensor slow to read. That explains the power loss and poor mpg. My eco indicator is no longer reading. Isn't pre cat sensors going bad a bit odd for only having 28k miles? Do I just need to replace the sensor?/is it covered under warranty? (Vehicle is CPO). Could it have anything to do with my down stream sensors?
Any information/help would be greatly appreciated.

Bad o2 sensor can cause loss of power and poor mpg, but nothing too drastic because the computer is running safe mode. Clogged cat or bad fueling system can cause drastic loss of power.
Since it's CPO let the dealer figure it out, but don't forget to mention the car is not performing and mention the cat.
FYI ECU and emissions components are covered by federal law up to 8 years or 80k miles.
