It could even be debris that stuck to the exhaust, and just rusting on the surface.
Since stainless doesn't rust, you should be able to get the spots off.

So...don't be fooled by stainless being "rust proof". All stainless can rust unless it's been passivated. I'll bet my savings account that ARK (along with all other exhaust companies) don't passivate. Add some salt (along with the heat from the exhaust) to them and it speeds rusting the process. It's important to remove road grime regularly, especially during the winter months. 70% IPA will help break down the salt and dissipate any moisture. Keep a spray bottle in your garage and hit the tips several times a week. I suggest giving them a light scrub with a Scotchbrite pad (not the heavy scouring type, the lower the grit, the better). Go easy, or you run the risk of polishing off your lovely burnt tip look. Polishing compound (same stuff used to remove paint swirl marks) works beautifully!! It's super fine grit, so it won't damage your tips.

While some surface rust might occur, it shouldn't rot like steel...at least not any time soon.

stainless can and does rust. look at the name: stain less. it 'stains' less.
I have seen first hand billet stainless arms that were used for underwater robots/excavators that started pitting/oxidizing so bad, the company had to switch to titanium. salt water is some insanely corrosive stuff, same with rough winters (as found in Utah).

Use the mothers polishing compound. It will remove your burnt tips but there is a trick online on how to re anodize them with soda and battery at home I’m done this multiple times. You might even prefer the all polished look at the end of the day.

man, that looks pretty bad. None of the Japanese exhausts (HKS, Mugen, Rowen, RSR, Fujisobo) I had on previous cars ever did that even after years of abuse in Canadian winters of salt and gravel.
