The best (and most legal way) would be to get a car that's stock and actually fast. Like the new Supra for example The exhaust isn't allowed (as per past law) to be modified period.

I don't know of any exhaust systems that are forsure under the 95db limit.

From my general understanding, they're just changing it from a fix-it ticket, to a fine that you can contest in court. I've been reading up on it in a few places and it seems that if you haven't caught the attention of a Leo now, you're not likely to be as big of a target to Leo's as you think. I can only assume that the TRD axleback is legal as it's legally sold via the dealership in CA. Here's a few links that might be helpful.

that's right you can probably get the F Sport exhaust. I think it's 50 state legal. should be

take it me from me though loud exhaust gets old fast. i'd use your hard earned money elsewhere. cars are a terrible thing to spend big money on.
