I can’t bang into the rev limiter
On a 2019 IS 350 f when I reach redline the engine hesitates and lags, RPM's go down and I’m not able to bang into the rev limiter. Older models were able to? Only 2500 miles on the clock. Anyone know why?

You have to fully turn TC off. To do that. bring the car to a complete stop, then hold the TC OFF button for about 3 seconds, and you'll see an orange light come on in the gauges.
You can bang off the rev limiter if the TC is off and you're in M shift mode.

Yes, I had TC completely off and in M mode and Sport Plus. Still the engine hesitates when going in to the maximum RPM.

I don't think cars do that initial D type bounce anymore. I think new cars are carefully calibrated software wise to do a soft limit. i dont think you'll be doin any bangin' in your 2019 lexus. if you've banged, you're too late on your shift anyway.

My 2016 will do it, so maybe it's a specific update that happened for the 2018 refresh.

Also, the car does not up shift it just hesitates and drops in rpm even with foot on gas.

E46CT, if you were wondering what my idea of bouncing is, see the above video. I am able to do this with my 2016 AWD.

Saw it.
What does the OP bounce look like? (specifically) And what benefit does he think he's getting if his car were to do what he thinks it should do?
Op is the car up shifting for you? (in addition to the non bounce?)

To the OP I have a 2014 IS350 AWD. And no matter what systems were turned off or on or what i did during start up to try and prevent the computer from stopping me from what I call "blipping" the rev limiter it would not happen. I've only been able to do this since installing the RR racing tune and specifically asking them to configure it this way. The trade off is at 75% or more throttle the car will no longer shift up on it's own, ever. But I use paddles when driving hard I've never been in a situation where I thought the car was going to shift on it's own but it didn't.
I've seen the RWD model blip the limiter stock with my own eyes. But not the AWD version. Idk...
