Wheel liner bolt missing?

Wheel liner bolt missing?
I’m looking under my wheel wells/ liner area on the passenger front side there’s a bolt missing? 1st pic is driver side while 2nd pic is passenger side? Can anyone confirm if this is how it is? Thanks a lot!

This first pic looks like a nut welded to the inner fender, which would allow something to bolt to it from the engine bay side of the fender. Depending on what it is that bolts there, your vehicle may not have that configuration, therefore noting is meant to go in the nut.
The other is just a hole...if the fender liner doesn't cover it, then it's just meant to be a hole. Give that there doesn't appear to be a welded nut on either side, then only a plastic clip would go in the hole.
Unfortunately I'd have to jack my car up to see those holes since it's lowered and the winters are still on.
