iPhone, Settings, Reset Locations & Privacy. It will clear all broken maps memory in the phone, and instantly "oh look the map moves again!"

Drove the Apple stores nuts on this last year, and they rebuilt my one phone twice. Gave up, bought a 2nd iPhone. Eventually after time, both would do it in every car. Lots of googling later, reset Locations on the phone (may have to do it more than once a year) fixes it. Ongoing software bug with iOS software, vs. maps.
