I ended up taking it to Lexus because I couldn't figure it out. They said it was a fuse, which is pretty interesting since I had already replaced them.

But what was happening was, I had after market tail lights installed and it was causing an electrical short and causing the fuse to continuously pop. I had to install the OEM tail lights to fix the issue.

I had a similar issue with aftermarket tails, only they kept popping the brake light fuse. Hence, the car wouldn't start. Back to OE as well.

So the wiring on the aftermarket lights was wrong and you had a direct short to ground on the wire going to the fused power.

Pretty much. I was using these,

I believe that one of the modulators or whatever they are called was causing the issue. Some times when the car was on, the larger LED light would flicker and not be entirely illuminated. Car's been just fine since swapping back in the OEM lights.
