Can the oem DRL's be turned off by the dealer using their computer?
I know on e46 m3's the car's come from the factory with DRL enabled and we could have the dealer disable it.
As for the OEM fogs, once I get the car I'm going to see if there's a way to bypass the factory setup so we can turn them on with only the parking lights engaged.

Any dealership can turn off the DRL's, I've had mine turned off because I didn't like the stock camry looking lights nor did I want the LED's that eliminated the high beams. I just leave my headlights with fogs on at all times now.
The fogs can't be turned on by itself by the dealership, I read somewhere that it had to do with a California law prohibiting it and that trying to override it might set off a burnt bulb warning light on the dash.
