Sure you can... Until you get caught!!!
On a recent run in with the local police, I was asked to pop the hood..
All went well with that... Then I was asked if I had any exhaust modifications, I replied "no sir all stock"..
Then I was asked to start the engine and rev it up... Of course I was giving light to medium taps on the gas, but I was still able to pass it off all stock..
IMHO its ALL LEGAL, until you get caught!! LoL

mine is straight pipe cat back. I refuse to touch my cats for one reason. IN CALI they hand out REF tickets that will FINE YOU. THE joe Z exhaust is NOT STREET legal due to the removal of the seconday cats. Per my Brother in Law CHP and street modified trained CHP, they hand out tickets to the local Ref centers where they review your system to see if it passes smog and if the emissions equipment has been removed or tampered with. Fines go up to 1500 bucks..
