IS-F Gas Mileage?

Terrible mpg?
Okay, I do about 85% city, 15% highway
I'm mostly in normal D. Hardly WOT, and I'm averaging 12.5-13.3 MPG. I calculated it by dividing trip mileage with gallon of gas used since last fil up. So it's as accurate as it'll get. Why is it so much lower than the suggested 15mpg city? Any ideas?

I'm geting around 210 to 220 miles on a tank, 100% city, on winters 18s square setup. 2 weeks ago I told myself that I'll use "snow mode" after filling her up , for a full tank of gas to see the mileage I'll get. I can say that my milage increased by 10% with just few harder accelerations but no redlining. But man, that was hard not to push that beast. I'm pretty sure that on this tank I'll will loose my 10% gain plus another 30% to feed my withdrawal lol!! Never again.

That's about what I got when I commuted 20 miles each way to work. I work from home now and the only long trips I make are to customers out of state or to the airport about 42 miles from here. Short local trips (<5 miles) and I see 13.5 - 14.5 mpg all the time.
