I had this as well. It happened within a few miles (I think I was still below 4k miles at that time). Mine was not as bad but was replaced under warranty as soon as I saw it. It's very easy to flake, surprised not more members has had this. In fact, I think it is flaking again but on the other side.
EDIT. I noticed after a while, more evident after a rainfall, that lots of pebbles get stuck in there and I suspect the friction causes the flaking. Dealership actually replaced the whole part, not just the faulty tip or repaint if I recall properly.

In my opinion, that black coating has some sort of design flaw...
Salt & bad weather climates will speed up the process.
I have seen different F's with different stages of flaking here in SoCal.
I just shot mine with some high heat barbecue paint, problem solved..
The inner part can not be replaced, each tip/collector is one huge piece.

Hmm good to know about this... I'll keep an eye out. Mine looks brand new, probably because it hasn't seen the harsh weather elements yet. On yours, it looks like the chrome/polished portion is also brownish with build up. Is that also flaking or peeling?
In general, the tips just look really filthy, dirty, and not well maintained. I hope the rest of your car gets more TLC than this.
