Ok, its known for a new ISF to lap Fuji in 2 seconds faster than a previous model. So the question is what parts are interchangeable to make an older model handle better? If you guys know what are exact changes and possibly part numbers then post it up here and I will compile it all in this post. Thanks!
So far I did some research and it turns out that shocks have the same part number according to local lexus dealer so no changes there.
Sway bar is allegedly thicker on the back and could be a better alternative to the F sport they make for the 250/350 cars.
Bracing? not sure what is changed in that department.

* Stiffer rear subframe bushings p/n: (52271-53041, 52277-53050, 52278-53031)

this has been discussed a few times in the past, but never really took off probably because it's not a cost effective way to improve the car. According to some car mags, the control arms are different and the suspension geometry is different. if the shocks are the same, then the spring rate are probably slightly softer in the '11's. the power steering was also tuned differently in the '11's, probably just a new ECU.
The cost of an older model to the new OEM suspension is probably going to be expensive and not cost effective. a good set of coilovers probably can give you great result at much lower cost. it probably would be a good idea to upgrade to the new sway bars though.

I have no evidence the sway bars are different from the parts lists I've seen.

If it's just shocks and springs, you're missing a lot. I'm pretty sure someone selling the OEM shocks and springs wouldn't be too hard to find since so many want to lower their cars, but getting the rest of it will require a junkyard donor or a pretty hefty pile of cash.
