I was wondering if I ended up going with an Axle back JoeZ exhaust, would I be able to pick up the Full cutback exhaust piping later down the road if i wanted?

Our CL approved vendors only sell the Full Catback system for the IS F, since it is the ONLY version manufactured and packaged here in SoCal.
