Do they have "special" equipment just lexus has that regular mechanics don't have?

Most brands have their own diagnostic tool like STAR for Mercedes, in EU other places can buy these (not sure in US) however they are very expensive so they wouldn't have all brands. Might be 3rd party versions which can read multiple ones though.

Sure others can say for certain.

Hmm... I read that as Bull Kaka, as in BS'ing me. Kaka means poop, crap, doodoo, $h!t. Meaning, he was asking if the dealer was BS'ing him by feeding him those lines about the superiority of Lexus service.

Yes, you are. There are no tools available to dealers that are not available to other mechanics. SPX/OTC doesn't care if you're a dealership mechanic or an independent, they're happy to sell you any special tools.
