There is no pre-existing holes in your bumper?
Simply have a look at you bumper.
There is flimsy skid plate tabs at the very leading edge, but these in no way can be attached to your lip and handle 100mph speeds and they are way too far away from the predrilled holes in the lip. The only bolts that might work are the ends... on each side.
You will have to remove the bumper to install the lip and drill and reinforce with some sort of washer or banjo bolt system and then reinstall the bumper and lip together.
