Actually, they don't and they make you explain it when you're at the DMV.
Mine is rather easy to guess, nothing cryptic like the OP's.

HEre in CA...anything that is "F" then something...they refer the F to as the f word...I just to do JUSTFME, didn't work. friend of mine tried to do FML something something and they wouldn't do it.

I was pulled over in FL on my OK temp tag.
Seems OK does it backwards (go figure...) and puts the sale date of the car on the temp tag instead of the expiration date of the temp tag.
Cop told me I'd better get used to being pulled over as he had to walk back and take a second look at it and then saw what it said.
He did compliment the car and didn't want to see the paperwork (I offered it), just sent me on my way.
