This happened to my rim after a shop installed the rear wheel onto the front after changing the tires. I noticed something was awry when he drove the car out of the shop and had him inspect it. The damage was done already.
Mine got washed in a machine before I took delivery. I didn't think to check for damage on the wheel or I would have insisted on having it replaced before delivery.
Could be car wash track but I use a car wash somewhat regularly (wintertime mostly) and I don't have that. There are a number of things that could cause that such as a tire mounting machine, OR previous owner (or maybe even you) let the tire rub on some of the suspension components.
