noob question on full exhaust and cats

I'm not sure why someone would weld hight flow cats on top of the secondary cats. As mentioned before by members, the car only comes with two sets of cats, primary and secondary. No high flow cats come stock. The primary cats are removed with after market headers and the secondary, with a cat back exhaust.

I do remember reading of a member here who failed inspection since he only had 2 cats instead of the OEM 4. I'm guessing inspectors use some type of car database to tell them how many cats they should look for.

It looks like the owner has headers, which removed the two primary cats. To keep in compliance with emissions and inspections, they had two cats welded in to replace the primaries and keep 4 cats total for inspection.

Think this is the way our MOT inspections are going over here in the UK!
Makes zero sense to me to be totally honest!
Provided your emissions are within the legal allowance, who cares how many cats you have?!
Nice money maker for the cat manufacturers as well!
Can you imagine the cost of replacing 4 cats!
I guess if it ever gets policed religiously over the pond Magnaflow will make a pretty penny selling hi-flow cats to everyone with aftermarket exhausts and headers!

It may be worth to have a custom up-pipe made by a qualified person and have them weld the high flow cats to it. This way if you ever want to go back to stock, it's a lot easier.
