I ordered a set of Brembo rotors from E-bay and noticed a chip in the edge finish in one of the fronts.
If it safe to ignore this issue, or should this be touched up with the appropriate paint/epoxy before install?

It won't make any difference if you use the brakes at all. No epoxy will stand up to a hot rotor, especially at the edge.
