Pretty close to impossible unless there is another Lexus with the same belt configuration and blue seat belts. You can't take the mechanism apart and have it work again, AMHIK, and you would need to disassemble it to replace the belt with the color of your choice. The assembly says "Do not disassemble" on it. It's one of the very few things in life I have encountered that was dead serious about it.

Only if you install at least a roll bar. A racing harness assumes the roof is unlikely to crush in on you. If it does, you're definitely in serious trouble with a harness where an OEM seat belt will allow you to move sideways.

+1 also some track events will not allow for the use of aftermarket belts without roll cage

The track will make you used roll bar, but if you want to cheap out you can lift up back bottom seat and there should be bolt holes that you can use. Im not 100% sure but I did this in my Honda because I didnt want to spend outrageous money on a custom roll cage for that car.
To be honest. Leave it alone. My opinion. Sounds like your sorta stuck anyways.
I would say the seat belt assembly is like a ratchet almost. We have all experienced when those get twisted up, that its hard to get back to normal. I would picture it being like that.

There are places that advertise being able to replace and repair webbing and mechanisms. This one is close to me... http://www.safetyrestore.com I'd be interested in checking out their operation if even to just further the knowledge, if they are willing.
