jspecvtec's explanation is not correct. Dynojet is the standard on this forum for Dynamometer tests.. A Dyno Graph is attached showing the typical progression from stock to various bolton mods. My F with full boltons (PPE headers and exhaust with cats, Takeda Intake) Dynos at 393 RWHP on a Dynojet.
Either the OP's friend has the most powerful stock ISF in existence or there is more to this story.

I believe they use EURO RON Octane standards in middle east (same as Europe, Japan etc.)
US and Canada use the average of RON + MON Octane rating. That Octane 95 of your's works out to be Octane 91 in USA (or Canada).

I don't trust 1/4 mile times and trapspeeds for any car run at Atco or Capital in the fall or winter
I use to drag race quite a bit and I'm well versed in correcting et/mph for DA. I also know for a fact that some tracks (and even lanes) are faster than others for no real justifiable reason.
As for dynos, it's a tuning tool. THAT IS ALL. You CANNOT compare dyno numbers against other dyno numbers. Even Dynojets, though quite consistent, can vary. The "real" number lies somewhere in the middle where most of the cars are dynoing, assuming the same machines. The days of "freak" cars are long gone too. Build tolerances and tuning have equaled the playing field.

Like this guy said above reprint the graph in SAE rather than STD correction and see what the numbers show then.......... This shouldn't take but a re-print at the dyno shop that you posted up.
