The seller did a PPI at a Lexus dealership and gave me the report. Everything looks fine except for brake pads and tires which the dealer recommended to be replace. He said he replaced both brake pads, rotors, and tires, which made me think did the original owner track the car to the point that it needed replacing?? Given that the car only has 19k miles, it seems to early to be replacing those parts... What do you guys think?

I don't think you'll have any issues. I've bought mine out-of-state (Chicago), and I live in Norcal.
Replacing brake pads and tires at 19k? I thought 30k sounds about right, but this seems a bit early for replacement. Like you mentioned, perhaps the car was tracked or something.
