I see on the link that it says it comes with 4 colors headlight tint film. So are the LED's white and it gives you tint for your fog light lens?

They have covers that change the color (slightly). Can basically do a white yellow, or light/sky bluish color.

The covers go over the leds themselves. I was skeptical, but comes out looking great.
