I've driven the two 2010s in MA, wasn't going to buy either one but just wanted to drive an F.

If you know the full extent of the details on both repair jobs, then sure. At the very least, you will know what you're walking into.
Otherwise, it's just as egregious of a decision as buying a bear bond.

If, and if i even considered this car it would need all of the below:
1. SMOKING DEAL
2. I'd keep it for a long time to ensure that re-sale value is irrelavant due to history
3. I'd have to see the invoices/receipts by the shop that did the repairs.
Does the dealership in Canada charge you sales tax there? This wasn't clear to me when I wanted to get one from there. I know there is 2.5% import fee....
There is the 2.5% duty tax, $250 import fee to cross the border. Sales tax is collected when the car is registered in your state, depending on your state.
The reason the dealer's PPI doesn't mean anything, is because it's their own mechanic. Heck, next time I'm selling a car, I'm going to do my own PPI and list that it's passed PPI with flying colors.... see what I'm saying?
That blue one looks clean, but is definitely not a good deal with those claims. I would buy that car for under $30kCAD maybe.

So if you buy a 30,000 dollars car over there, you're automatically paying $1,000 to get it across the border. Doesn't make any sense to me.
I would fly out of State, find a nice 2013 or 2014, put the $1,000 towards an enclosed trailer and bring the car home, but again, that's just me. I don't shop for a price, I shop for a car.
