Probably injecting my opinion into a discussion and taking us further off track from the OP's original question.

Drove the car today and Definitely seems like it starts right at 3600 rpm when full throttle, does anything else happen at 3600 rpm or is it just that little flap that opens? Still a weird sound to me almost like a very fast rattle but maybe its just the sound of the engine pulling in air through the takeda intake or something

Take apart the airbox and make sure everything looks satisfactory to you and that nothing is loose. If all looks good, don't rack your brain any longer on it, lol.

Your flux capacitor is going bad, this ruins the car; since the car is no longer useful I'll give you 500$ for it. Let me know if you're interested.

Just disconnect the vacuum line and plug it, see if the noise is still there. if so its in the air flap.

I tried that, that would just keep the flap open all the time but yes, the noise was still there when I did that, seemed like it started a hair earlier with it disconnected...im starting to think its a part of the exhaust tapping on something, maybe worn motor mounts and headers tapping once the engine reaches that RPM range and load the torque is enough to shake the engine enough to tap? Ive got early sikky headers and they rub pretty bad on hard left turns as well.

I tried making a hard left turn at the same rpm the noise starts and didnt seem like I could hear the original fluttering noise only header rubbing but hard to say if it was just drowning out or not. I may have to stop up Sikkys shop and see if he can make some clearance for these headers anyways so should be able to tell if that was making the noise then.

So I took the car to Sikky and they worked their magic and made a little clearance and the noise is gone. Headers were hitting on hard acceleration.
