Default VSC and low beam headlight issue - could Relay block 2 be connected?

My first post on club Lexus after watching and reading for the past few months.
i received my Japan spec ISF over a month ago.
It's great but currently I'm having a VSC error code which has the car in limp mode, VSC off traction off and vehicle starting in 2nd great only. Sucks!!
my mechanic says the VVT controller is the issue as he checked the solenoid and that's fine so I'm waiting on that part.
However I also noticed that the right low beam headlight has also stopped working. Yes I've changed the bulb but haven't done the typical recommended checks of ohm/voltage reading to determine if power is going to the bulb or ballast.
Now, in regards to the headlight,
​​I've read that this could be due to the No. 2 relay block
when i looked through the online maintenance manual I also noticed that the VVT relay is also in that block.
So my question is could the two be connected?

Has anyone had this issue as well?

I haven't come across anything on CL matching the above so let's see if you guys can point me in the right direction!
