No power to fuse box

Tailight problem - C'mon people !!
Guys,
My tailights are not working and when I tested the kick panel fuse with a light tester it was getting juice. My rear turn signals and brake lights work just no power to the tailights.
Bulbs are fine, fuses are fine. What would my next step be??
Stealer said something abou a Sensor Light Failure Indicator but when I checked it - it wasn't getting any power either. So somewhere between my fuse box and my tailights there is a problem. HELP!!!
