A new member and proud owner of a 1993 SC 400 with 81,000 miles. It is in first class condition and everything works except the phone. Want to use the existing system and steering wheel phone controls if possible. Is there a cheap easy upgrade to a new service? If a new set up is required I'll just remove craddle and antenae and clean up the space. . Assume there is no value or interest in these antiques

I've done extensive research over the past several years and have not found anyone who has gotten the steering wheel phone "command module" to work with a modern cell phone.
One thing you can do is to install a more modern phone kit - either traditional or BlueTooth. It is fairly easy to hide a small phone kit speaker under the dash and to attach a phone kit so that it mutes the radio when a call is in progress - I used a mute point on the OEM phone harness for my Nokia phone kit.
Some aftermarket nav units (e.g. TomTom) include a BlueTooth phone function -- really cool!

I used to have the original Motorola system with the steering control and everyhting, and I still have all the hardware at home.
There is no way to upgrade the system or use it anymore, as it is analogic.
Buy a freehands kit with bluetooth system and install it. It is what I did. Ok, it does not mute the radio and has its own speaker, bu it works great.
And about finding a plug and play device for Lexus, forget it unless the original (and very expensive) one. Lexus audio is "special" with the LAN-BUS languages...
