Actually I think he's referring the the Bearcat scanners that will scan radio frequencies utilized by law enforcement radio repeaters. These inconjunction (not a replacement for) radar detectors are a great combo, since yes, the scanner can sometimes pick up the presence of cops when they're not using constant-on radar.
