problem with my set-up
I have 2 12" kicker L5 solo barics and the 1000 watt hi-brutis amp. Everything was fine for about a year and now the subs are rumbling in and out sometimes staying on making a rumbling sound. My friend gave me something to plug into the RCA wires right before going into the amp. But than the subs would cut in and out.
So i replace my amp with a spare amp the clarion dpx 1000.2. I plugged everything in and the subs don't hit as hard and it makes a the same sound as if you were to leave a mic. on you get that shhh..sound and you can still hear music playing very softly. I plug in the thing my friend gave it into the rca and into the amp and it stopped but when I turn down my volume I can still hear the sounds playing very softly.

You've effectively eliminated the sub amp as the culprit by switching it out. This leaves the RCA cables and the deck. It sounds (no pun intended) like something is radiating the noise into the cables. Are you running an aftermarket deck?
Try this - pull the cables from the deck, without the thing your friend gave you. Turn on the system and see if it still does it. If it doesn't, you may have found the problem. Check the whole run of the cables and see if there are any breaks in the insulation or if they are running next to any motors.
If it does stop the noise, the deck is the next component upstream, and the likely problem.
