ok so i just got a ls400 and the steering wheel wont go down, It used to make a little buzz then stop, but now it doesn't do anything. Do you think the motor went out or what? is there a way to just get it to move down without the motor?

A better place for your question would be in the LS400 forum.
Search the LS400 for the word "tilt" and you will find a number of threads about the problem including a link to a Youtube video that shows how to put a washer behind the plastic gear in the steering wheel tilt mechanism so that the teeth on the gear make better contact and another gear.
It could be the motor but it is more likely the plastic teeth on the gear are just worn and that the gear needs to be slightly repositioned to make better contact.
