My understanding.... seller has the shipping paper and owner certificate. The car is NOT registered nor titled to be a legal public usage vehicle. Most likely he needs to sell the car with "off-road highway" purpose sales document. Unless he legalize the car then sell it !!! But then again, I might be way OFF with my statement !!! heehee...
