There are various ways for a car that wasn't "supposed" to be sold here to be legit, all of them somewhat rare:
- Properly federalized on a one-off basis (costs $10k+ and often isn't possible at all)
- Federalized by a shop specializing in that model (remember Motorex?)
- Somehow registered by manufacturer on a one-off basis (I don't understand this one, but Toyota has a Century here for their executives and BMW had a Z1. Interesting)
- Brought in by someone becoming a US citizen (believe this is no longer available)
- Imported once it's 25 years or older. You can import '86 and older without nearly as many hassles as newer stuff. Yes, we're all hoping that exception is still around when the first R32 turns 25 in 2014. This is why you occasionally see really old JDM stuff in California.
Possibly a gray area but you might get away with it:
- Seized by gov't (usually in connection with a drug bust), title issued by gov't so they can sell it, subsequently sold. There was an '02 Peugeot - of all things! - that ended up with a Texas title this way.
And then, there's the unfortunately ubiquitous:
- "State legal." This means someone imported it to a state with relatively loose titling (often Florida), got a state title issued, and then moved it to whatever state. These cars are not legal at the federal level and can be seized and crushed by the feds. This was becoming a big problem for the Skyline owners a few months back, although a lot of other stuff has flown under the radar so far. Hopefully the feds will realize that America has much bigger issues to address than improperly titled JDM cars, but if it doesn't have the DOT bond release (etc) then you're taking a chance.
