Do HID's degrade?

I have a 98 GS400 and the lights don't appear to be as bright as some new cars with HID's. Do they degrade over time? Is it possible to use a 6000k D2R bulb without changing anything else?

yes they degrade over time. will get bluer and dimmer and eventually die

yes you can put in 6000k directly no problem
