the intake box is not a bad location but i don't think you should put it on the battery. You may have to change the battery some day and it will be hard to get it off and may risk damaging the ballast.
I took the battery out and there is a little space in front of the battery that you can put the balast in. I double side taped the ballast and used 2 big zip ties to tie it to the small holes to each side (once you remove the battery you'll see what i'm talking about)
for the passenger side there is a little area next to the airbox, If you look there is a 1/4" hole. I used the doulbe sided tape and found a self taping screw and screwed it in the hole.
many years of trouble free operation.
goodl luck.

I mounted mine with the supplied ballast brackets onto the radiator ducting with self-drilling screws. There's also plenty ventilation here to keep the units nice and cool.

Yeah yank it off.
Taking off the bumper is easy. Don't be scared it's just a bumper.
A screwdriver, 10mm, and some pliers to remove the clips. Now I can take it off in about 10 minutes frame to floor.
As for the water. On the older bumpers there's no way water will get in there. The 97+ with the grille has a chance to let some in. At most it's just a splash because it's such a small opening. The ballasts are splash proof so it's okay. Also the grille is in the center and the ballasts are off to the sides so getting any serious amount of water on them is highly unlikely.
I just stripped the car down to the shell to repaint it (no interior, glass, bumpers, lights) and it's not that hard. Just keep all the parts and bolts in a safe place. The hardest part is not losing them.
Go for it!
