HELP: inner light bulb not working!!!!

my passenger inner city light bulb turns off on my car when i turn on my headlights , but turns back on when my headlights go off....any ideas of what is causing this??????

what car it is would be nice. and fyi, the fog lights wont work with High Beams.

...my car is a 2001 gs300 , its not the fog lights its the inner ones , the day running lights ,
