Help: 1995 LS400 HID Retrofit issues

I purchased a 5000k HID hi/low retrofit kit for my 1995 Lexus LS400. I have been in contact with the company suppling the kit and they are sending me a new one, but I want to make absolutely sure I am not doing something wrong.
Problem: First I plugged everything in and only the driver side light would fire. The kit comes with a really nice relay and fuses so that isn't my issue.
Solution: I checked all my connections and after fiddling a little they both fired up.
Problem: After I shut them off and began cleaning up my installation I turned them back on. Only the driver side would light up.
Again, I checked all of my connections. Nothing appeared out of the ordinary. I spoke with the company and they suggested swapping both bulb and ballast to the opposite side to see if the issue is wiring or hardware related.

Long story short, I returned everything back to the original configuration and I don't get any light from the bulbs.
You will see the bulbs try and light off, but after about 5 seconds they extinguish.
I am saying the ballasts are either faulty or not getting enough power. But since they both worked (for a short time) I am saying they are faulty.
Any suggestions?
Again this was an H4 hi/lo HID conversion kit with a relay and corresponding fuses.
Could it be the car? Battery? Or HID kit?

Try the kit on another car, and you will be able to tell who the culprit is.
If you haven't had problems with the battery before, then that is not the problem. It's the PNP kit.
FYI, a Plug N Play HID Kit, is not considered a retrofit.
A retrofit is where you swap OEM HID parts into a NON HID vehicle.
