This is the kit I use in my fogs. http://www.ijdmtoy.com/webpage/products/xenon.htm Have them for about 2 months and no problem at. All plug and play straight to your factory harness and no need to worry about having a relay to the battery and all that stuff. I've heard good reviews on VLEDs, too. http://www.v-leds.com/Shop/Control/P...d/0/SFV/32481#
Maybe have the ijdmtoy for lows and vled 3000k for fogs? Both use the digital slim ballasts. Or if you want you can also use XD volt kits http://www.kbcarstuff.com/HID_Kits_s/216.htm

No prob, volt is just the brand name that XD uses. But all three links I gave you all uses digital ballasts. Magnetic ballasts weigh more than do digital ones and they also run hotter than digital units. Because of the more consistent application of electrical current, the lamps last longer and function at a higher level using less power with a digital ballast than they might with a magnetic ballast.
