Remove the bulbs and open any hole in the housing that you can without taking out the screws. Shake out the water that you can then let it air dry in the sun for a couple hours. If you get the water spots in the housing, try flushing out the water with Distilled water or something. Thats probably the best way other than baking it apart to clean and stuff....
To keep it out, make sure the surrounding seals are good, you can also put silicone where the areas are weak

this seem to be a common problem for the seals to weaken and crack overtime on our lexus allowing the moisture/water to get in, but if its actually a small puddle inside, then its time to reseal your whole lens after you clean & dry out everything.
if its just a little bit of moisture and not a puddle, check behind your headlights and make sure that little "J" shaped plastic snorkel is free of any debris, this helps the moisture escape from inside preventing the yellowing & build up, another thing i noticed is with aftermarket HID kits/aftermarket bulbs, the bulb is not insulated properly and moisture gains entry from where the bulbs sit as well, shake your bulb around while its in the housing to see if there is alot of play.
ive put some soft sealant on the ring of the bulb only and wait till it fully dries, then replace into the housing and youll notice a nice snugged fitment after.
