Default New garax bulbs but one side is brighter

Hi, I just replaced my stock bulbs from my 06 GS300 to garax 6000k bulbs. When I look at the car at night its noticeable that the passenger side is brighter than the driver side. What can cause this and how can I fix it? Thanks in advance.

Either a defective bulb/ballast, or the color of the bulbs don't match up. If the color output of one bulb is slightly bluer than the other, it "might look" brighter than the other.
