So the girlfriend has a 2012 Mini Classic Knightsbridge and the horrible Canadian winter is coming so for her safety driving at night I want to put HID in it...I believe lowbeams are H13

Now I never installed HID in a German car or any car that requires a relay..so just wondering about such matter

Would I need a relay? Or relay cable? Or relay harness? (Are these 3 the same even?)

Any help would be appreciated...

You shouldn't need any of those as the newer cars already have relay built in. Hope this answered your question.

Really? That sounds good, I will try....if anything probably just pickup a relay at local shop
